Clarification on the timing of the closure of the international TMS system

The Professionalism and Player Conditions Committee in the Saudi Arabian Football Federation would like to clarify what was circulated regarding the timing of closing the TMS International Players Matching System at the predetermined time, which is at the end of January 30 at 12:00:00 am.

1. The committee received inquiries from a number of clubs before the official closure, that the specified period for closing the system appearing to it in the TMS system is 2 AM on January 31, and the clubs were confirmed that the period specified for the winter registration period ends at the end of January 30, as stated In the annual circular issued by the committee, which is the same period that the SAFF entered into the FIFA TMS system before the start of the sports season, and also published on the FIFA website via the following link:

2. The Player Transfer Matching System TMS is an international electronic system of the International Football Association, and neither the Saudi Arabian Football Federation nor any local federation can control the extension of the registration period after its start based on what is stated in Clause (b/i) of Article (6.1) of The Interpretive Regulation of the Regulations on the Status of Players issued by FIFA, and who supervises the opening and closing of the system is (FIFA) only based on the dates previously specified by the SAFF and entered in the TMS system before the start of the sports season.

3. It was apparent to the clubs using the system in advance that the closing time of the international TMS system was 2 AM on January 31, which was done automatically without any interference from any part.

4. The Professionalism and Player Situation Committee of the Saudi Arabian Football Federation sent an email to the FIFA to inquire about the reason for not closing the system for club users according to the date listed before the start of the sports season in FIFA’s TMS system, despite specifying the periods before the start of the season, and despite Closing the system with the employees of the Professionalism Committee at the same time announced by the SAFF and circulated to the clubs in the annual circular of the Committee, and the Committee is waiting for a statement from the body responsible for the system in the International Football Association.

Based on what was stated in paragraph (1) of Article (29) of the Professional Regulations, which states: “Players may only be registered in one of the two annual registration periods specified by the federation”, Accordingly, any application for registration submitted after the end of January 30th at 12:00 AM will not be accepted.
