A number of 5 substitutions will be allowed per match, while the disciplinary penalties for matches in the reserve league will be applied to the same league and will not be transferred to other tournaments unless the Disciplinary Committee decides otherwise, which is the case for colored cards that do not transfer to and from the league.

The reserve league gives the opportunity for non-key players to increase the number of minutes of play, which contributes to raising their level. It also gives players under 23 years and youth groups an opportunity to develop their level to serve the national teams.

It is expected that the reserve league will witness the emergence of many young talents who do not find a chance with the first team, which is one of the goals of this league, which will benefit the national teams of all categories, and will give the opportunity for national coaches to show their technical abilities and develop their level.
