The Professionalism Committee issues a circular regarding the exceptional registration period for Saudi clubs

The Professionalism and Players' Status Committee today issued a detailed circular regarding the decision of the Saudi Arabian Football Federation (SAFF) sectors at its meeting No. (M46/30) held on Wednesday, November 27, 2024.
The circular stipulates the opening of an exceptional registration period for Saudi clubs practicing professionalism, prior to the upcoming FIFA Club World Cup.
The period begins on June 1, 2025, and ends on June 10, 2025. This is based on paragraph 4 of Article 22 of the FIFA Club World Cup 2025 Regulations.
Based on what is stipulated in paragraph 3 of Article 6 (Committee’s Competencies) of the Professionalism, Players’ Status and Transfers Regulations, which includes the Committee’s competence to issue an annual circular before the start of the sports season, and it has the right to amend or add to it, and it shall be an integral part of the same regulations, provided that the circular includes the dates of the two registration periods and their requirements, in addition to specifying the number of foreign professional players and native-born professional players allowed to be registered in each division.
The circular approved by the Professionalism and Players' Status Committee of the SAFF includes amendments to paragraphs (1) and (2) of Clause (Eighth) of the annual circular issued by the Professionalism and Players' Status Committee, No. 761323, dated July 9, 2024, and No. 1241778, dated December 9, 2024, according to the following format:
Eighth: Financial Efficiency Certificate and Salary Processes:
Clubs wishing to register new professional players must adhere to the following:
1- Only Premier League and First Division clubs that have previously submitted a valid certificate proving the club's financial efficiency by October 31, 2024, issued by the Financial Efficiency Committee of the Ministry of Sports, during the winter registration period for the 2024-2025 sports season, are permitted to register. New professional players during the exceptional registration period.
2- Only Second Division and Third Division clubs that have previously registered during the winter registration period for the 2024-2025 sports season are permitted to register professional players during the exceptional registration period. They must submit an original copy of the salary transfer statement for Saudi and non-Saudi professional players, as well as professional managers, directly to their personal bank accounts, covering the period from the beginning of June 2024 to the end of November 2024. The form must be completed and proof of the increase in monthly salary, if previously approved, or the deduction from the monthly salary, if the procedures specified by the system are followed.
