1. The General Assembly is the meeting at which all Members of SAFF regularly convene in ordinary or extraordinary form. It represents the SAFF supreme and legislative authority, having the power to adopt binding and enforceable decisions. The General Assembly composition is governed by the provisions of these Statutes.
2. A General Assembly may hold an ordinary or extraordinary session.
3. The General Assembly is composed of (49) delegates, distributed as follows:
Delegates representing SAFF members:
a) (18) Delegates for the premier division clubs, one for each club.
b) (10) Delegates for the first division clubs, winners of the first 10 positions in the season preceding the General Assembly meeting.
c) (10) Delegates for the second division clubs, winners of the first 10 positions in the season preceding the General Assembly meeting.
d) (8) Delegates for the third division clubs, winners of the first 8 positions in the season preceding the General Assembly meeting.
e) (3) Delegates for the fourth division clubs, winners of the first 3 positions in the last season.
